Proposals for Hawke Park

Hawke Park acts as an important route for walking, wheeling and cycling in Lower Sunbury. Free from car traffic and away from roads, it allows pedestrians and cyclists to take shortcuts on east and westward journeys through Lower Sunbury. However, the surface of Hawke Park can become wet and muddy in winter. It is proposed that the park&#39;s central track be resurfaced so that it can be used by everyone all year round. We&#39;d like to know what sort of surface people would prefer for Hawke Park, including preferred colours and materials and invite your comments on this below.&nbsp;Wayfinding is also proposed for Hawke Park to signpost users to local destinations such as schools, the River Thames and the railway station. For those who are less familiar with the area, it is not always obvious where to leave Hawke Park to access different destinations.Proposals are also made to upgrade Hawke Park&#39;s two road crossings, on The Avenue and on French Street, which we received comments on during the previous engagement stage.The Avenue crossingProposals aim to improve the existing crossing by aligning it with the entrances to Hawke Park. Currently pedestrians must walk around guard railing to cross the road. These proposals will reduce the crossing distance, making The Avenue easier to cross particularly for more vulnerable road users such as people with mobility impairments, prams and small children. Wooden bollards will be installed to prevent parking on the crossing and replace the existing guard rail, improving the aesthetics of the Hawke Park crossing so it is in keeping with the surroundings. The new crossing will sit on a raised road table to slow approaching traffic and increase the visibility of people waiting to cross, as well as making the crossing more accessible by removing the need to step down onto the carriageway.&nbsp;French Street crossingThe current Hawke Park crossing on French Street and into Oakington Drive has been designed for onward journeys by cyclists, but is often used by pedestrians. It is proposed that this crossing be redesigned to better facilitate pedestrian movements and needs. The proposals include:<ul><li>Extending the existing crossing buildout to increase visibility for pedestrians waiting to cross and for drivers approaching the crossing so that they can see waiting pedestrians on a route that is well-used by schoolchildren.&nbsp;</li><li>The addition of wooden bollards around the crossing points to prevent parking on or next to the crossing. At present, despite parking restrictions, cars occasionally adjacent to the crossing which can block the view of those attempting to cross French Street.&nbsp;</li><li>Narrowing the entrance to Oakington Drive to encourage more considerate turning in and out of Oakington Drive.</li><li>A new pavement on the northern side of Oakington Drive to connect to the new crossing for people travelling from Hawke Park into Oakington Drive. The narrowed junction with Oakington Drive will provide additional space for the new pavement without disturbing the mature chestnut tree.</li><li>A new informal crossing with tactile paving and bollards to prevent parking across the entrance to Oakington Drive, allowing continuous journeys for pedestrians on the eastern side of French Street.&nbsp;</li><li>A new informal crossing point with tactile paving to connect Hawke Park to the pavement on the eastern side of French Street.&nbsp;</li><li>It is proposed that the whole junction be positioned on a raised table. This will act to slow traffic on the approach to the crossing and improve visibility for and of pedestrians crossing French Street from Hake Park, particularly smaller children who may be travelling to and from Chennestone Primary School.&nbsp;</li></ul>All proposals for Hawke Park can be viewed in full below.&nbsp;Please note that any proposals on Hawke Park itself are subject to third party land agreements.

Feedback from our previous engagement identified local concerns around high traffic volumes and speeds on Manor Lane. Proposals have been developed to encourage more considerate driving and improve pedestrian facilities, particularly for children accessing Chennestone Primary School. These include:<ul><li>Narrowing of the entrance to Manor Lane from The Avenue and from French Street to encourage slower speeds and more considerate driving when approaching Manor Lane by signalling a change in environment. Reinforced by 20mph roundels.</li><li>New uncontrolled crossings and tactile paving on raised road tables to improve pedestrian accessibility and visibility.</li><li>Rain gardens on buildouts with low level planting to absorb rainfall and reflective wooden bollards to prevent parking on the rain garden. Rain gardens help to improve the look and feel of local environments, calm traffic and assist with drainage.</li><li>Uncontrolled crossing with tactile paving at the junction with Claremont Avenue.</li><li>Uncontrolled crossing with tactile paving at the junction with Sunna Gardens.&nbsp;</li><li>Uncontrolled crossing with tactile paving at the junction with Allen Road.</li><li>Improved tactile crossing layout outside Chennestone Primary School.</li><li>Timber bollards and double yellow line restrictions to prevent parking on the pavement outside Chennestone Primary School and at the junction with Allen Road. This will improve visibility of and for pedestrians, particularly children crossing to access the school, as well as drivers who need to turn into and out of Allen Road.&nbsp;</li><li>Extension of the existing &#39;School Keep Clear&#39; markings outside Chennestone Primary School.</li></ul>

Proposals for Thames Street and Lower Hampton Road

Thames Street and Lower Hampton Road include proposals along the length of the road as well as specific improvements at the junctions with French Street and Harfield Road. All of these proposals can be viewed in the plans at the bottom of this page.&nbsp;Thames Street and Lower Hampton RoadThe proposals on Thames Street focus on reinforcing the existing 20mph speed limit and improving pedestrian facilities as these were raised as concerns during the previous stage of engagement. Proposals include:<ul><li>New and refreshed 20mph roundel markings to support the existing speed limit.</li><li>Refreshed road markings.</li><li>Improved uncontrolled crossing facilities and new tactile paving and refuge islands.&nbsp;</li><li>Improvements to the existing zebra crossing facility near the Church Street junction.</li><li>Kerbline build outs to narrow the carriageway width on the entrance to the new 20mph area west of Darby Crescent. Proposals for The Avenue

The proposals on this page are for The Avenue. There are proposals for the whole of The Avenue and specifically for the southern end of The Avenue, near to the junction with Thames Street at the parade of shops.&nbsp;The AvenueProposals for The Avenue focus on issues with the volume and speed of traffic which was raised by people who responded during the previous stage of engagement. Traffic surveys undertaken as part of this work found that, apart from Lower Hampton Road, The Avenue sees the highest speeds of all roads in Lower Sunbury which may be partly due to the long, straight nature of the road. It has a high number of pedestrian users but has also seen several pedestrian and cyclist casualties. The proposals look to address high vehicle speeds whilst also improving the public realm and local environment. The proposals for The Avenue include:<ul><li>Road markings to support a new 20mph limit (see the area-wide proposals for more information).</li><li>New and improved uncontrolled crossing facilities with tactile paving.&nbsp;</li><li>New road tables with uncontrolled crossing facilities and tactile paving to improve pedestrian accessibility and visibility as well as encouraging more considerate driving.&nbsp;</li><li>Narrowing of the entrance to The Avenue at its northern end to signify to drivers entering from the A308 that they are entering a residential area with a lower speed limit.&nbsp;</li><li>Rain gardens on buildouts with low level planting and wooden bollards to prevent parking on the rain garden. Rain gardens help to reduce rainwater run off onto the roads, improve public realm by introducing new green infrastructure, and encourage more considerate, attentive driving.</li><li>New road cushions, particularly at the northern end of The Avenue which records the highest speeds.&nbsp;</li><li>Upgraded crossing facilities linking Hawke Park across The Avenue. For more details on this specific proposal, please see the proposals for Hawke Park.&nbsp;</li></ul>The Avenue and Thames Street junctionFollowing the feedback received in the previous engagement stage, proposals have been developed to improve the public realm, make the area more pedestrian friendly, and generally make the area a more attractive place to dwell and spend time in the local community and visit local businesses.&nbsp;The draft design proposes:<ul><li>New uncontrolled crossings with tactile paving at the junction with Saxonbury Avenue and at the entrance to the Orchard Meadow car park.</li><li>New uncontrolled crossing with tactile paving across The Avenue.</li><li>New cycle parking facilities.</li><li>New wayfinding signage.&nbsp;</li><li>A widened footway on the western side of The Avenue, opposite the parade, with new tree planting to add greenery to the streetscape and discourage vehicles from blocking private accesses.</li><li>Modifications to yellow line restrictions and parallel parking bays on the western side of The Avenue, reducing the total estimated number of spaces to 8no from 11no currently.</li><li>New parking bay markings on Saxonbury Avenue to encourage considerate parking.</li><li>A raised &#39;Copenhagen&#39; style crossing with block paving at the junction with Thames Street to slow turning movements into out of The Avenue and improve pedestrian visibility.&nbsp;</li><li>New uncontrolled crossing with tactile paving across this junction.</li><li>Retention of the existing bollards at this junction.&nbsp;</li></ul>

Proposals for Green Street

The proposals on this page are for Green Street. Following feedback from the last engagement stage, proposals have been developed to improve and declutter the footways on Green Street, improve the bus stops and make the road easier and safer to cross with new and improved crossing points.The draft design for Green Street can be viewed below.&nbsp;Proposals include:<ul><li>Refreshing existing road markings.</li><li>Installing tactile paving and dropped kerbs to make it easier to cross side roads.</li><li>Improvements to uncontrolled crossings over Green Street, for example by providing new refuge areas.</li><li id="isPasted">Lengthening cage markings and raising kerbs at bus stops to an accessible height to make it easier to get on and off buses.</li><li id="isPasted">Replacing the existing area of hatched white lining at the end of Downside with a rain garden. This space is currently redundant and a rain garden will help to address surface water during rainy weather and provide a more attractive feature.&nbsp;</li><li>A new raised road table at the junction with Springfield Grove to encourage appropriate vehicle speeds on the approaches.</li><li>A new zebra crossing near to Heathlands Close to improve pedestrian access to and from bus stops and the health centre.</li><li>Timber bollards on the junction with Sutherland Avenue to discourage parking on the pavement which damages the verges and impedes visibility for pedestrians crossing the street (particularly children) and for drivers turning into and out of Sutherland Avenue.&nbsp;</li><li>Timber bollards and a bell bollard at the junction with Rooksmede Road to discourage vehicle users from parking on the pavement which damages the pavement surface and blocks visibility for people crossing the road and drivers needing to turn into and out of Rooksmede Road. Tactile paving to be moved to match road crossing desire line for pedestrians.&nbsp;</li><li>A new zebra crossing near to the shops opposite Sunbury Park. During the first stage of engagement lack of crossing facilities at the southern end of Green Street was highlighted, particularly for people wanting to access the park or School Walk.&nbsp;</li></ul>

Area-wide measures

Lower Sunbury 20mph speed limit proposalsImproving road safety is one of the key objectives of the Local Street Improvements programme. Furthermore, during the last round of engagement, high traffic speeds and dangerous driving were amongst the most frequent concerns raised by respondents living in Lower Sunbury.Lower Sunbury has a history of collisions and the high concentration of schools in the area means that, unfortunately, many of these involve children. The collision map below shows that between 2018-2022 (the latest data period) half of all pedestrian and cyclist casualties in Lower Sunbury were children.Traffic surveys indicate that Green Street, Lower Hampton Road and The Avenue see the highest average speeds. These roads also experience the highest number of pedestrian and cyclist casualties.To address these issues, 20mph speed limits are proposed along the roads shown in the plan provided below. The precise start and end of any 20mph speed limit will be determined in later design stages, however the plan provides an indication of how this might look.&nbsp;The roads in Lower Sunbury are primarily residential roads. The nature of these roads and current speeds suggest that introducing a 20mph speed limit would be effective in reducing excessive vehicle speeds.&nbsp;A 20mph limit is already in place on several roads in Lower Sunbury, including Thames Street, French Street, Stratton Road, and parts of Manor Lane and The Avenue.A 20mph limit is not proposed for the section of Lower Hampton Road beyond the junction with Darby Crescent where the existing 30mph will be maintained.Lower speed limits are expected to provide a range of benefits for Lower Sunbury, including by:<ul type="disc"><li>Reducing the risk and severity of collisions, particularly for vulnerable road users such as school children and the elderly.</li><li>Making the roads easier and more pleasant for residents to navigate by walking, wheeling or cycling.</li><li>Reducing noise pollution from speeding traffic on residential roads.</li><li>Reducing air pollution and carbon emissions arising from harsh vehicle acceleration and braking.</li></ul>

Pedestrian accessibility improvementsAnother objective of Local Street Improvements are to make walking, wheeling and cycling a more accessible option for those who might have more difficulty moving around.The improvements proposed in Lower Sunbury include the introduction of new tactile paving and dropped kerbs at crossing points in that currently don&#39;t have these facilities to assist those with visual or mobility impairments.

WayfindingImproved signposting for to key destinations (e.g. schools, shops and railway stations) is also proposed across Lower Sunbury, for example in Hawke Park where it is not always obvious which park exit to take to reach particular destinations. Safety benefitsLocal Street Improvements can provide safer environments for walking, wheeling and riding due to more appropriate traffic speeds and better infrastructure, resulting in less accidents. They also provide improved road crossings to make it easier for everyone to cross the road, especially children and more vulnerable road users. This is particularly important in Lower Sunbury. The map below shows all of the reported pedestrian and cyclist casualties in Lower Sunbury that resulted from collisions with motor vehicles between 2018 and 2022. Lower Sunbury has a particularly high number of casualties that are children, likely due to the presence of the eight local schools. ">Figures from the Department for Transport for 2022 reveal that Surrey had more cycling casualties in 2022 than any other Local Authority in Great Britain. The vast majority of cyclist casualties in Surrey (69%) took place on 30 mile per hour speed limit roads. 79% of these resulted from collisions with a motor vehicle. This is a problem for all forms of cycling in Surrey, including cycling to school and work. 71% of cycling casualties in Surrey occurred on a weekday. Less than a third happened at the weekend (29%).For people walking, 81% of pedestrian casualties in Surrey occurred on 30 mile per hour speed limit roads, most resulting from collisions with motor vehicles in urban areas.A <a href="https://www.gov.uk/government/publications/20-mph-speed-limits-on-roads" rel="noopener noreferrer" target="_blank">Government review</a> of examples from around England found that making traffic speeds more appropriate to local contexts leads to reduced accidents, both in severity of accidents when they do occur and in the number of accidents that happen. By setting more appropriate speed limits on urban roads (where people support them, and not using a blanket approach), Local Street Improvements can improve road safety and help to reduce pedestrian and cyclist casualties. Local Street Improvements are important to help deliver on the objectives of Surrey&rsquo;s current Local Transport Plan, specifically the active travel, personal mobility and planning for place policy areas.Surrey&#39;s Local Street Improvements programme aims to create safer, healthier and more attractive places, which include appropriate vehicle speed limits and improved facilities for walking, wheeling and riding. Currently, work is focusing only on improvements within public highway spaces, for which Surrey County Council (SCC) is the Highway and Traffic Authority.&nbsp;Key characteristics of Local Street Improvements include:&nbsp;<ul type="disc"><li id="isPasted">Creating more attractive local environments and more welcoming neighbourhoods that people want to spend time in, and that local residents take pride in;&nbsp;</li><li id="isPasted">Increasing the comfort, safety and accessibility of walking, wheeling and cycling infrastructure;</li><li id="isPasted">Creating spaces in street environments for community facilities that can be enjoyed by all, such as outdoor seating, pocket parks, and play spaces; and</li><li id="isPasted">Reducing the dominance of cars and goods vehicles resulting in healthier streets with improved safety, reduced emissions, air quality and noise pollution, and more walking, wheeling, riding and social interactions.&nbsp;</li></ul>Potential interventions to improve local streetsA number of measures could be introduced to improve local streets in a neighbourhood, where these are supported by local stakeholders. Examples include (not a definitive list):<ul type="disc"><li>20mph speed limits, where appropriate.</li><li>Traffic calming measures such as speed bumps.</li><li>New and improved crossings for pedestrians and cyclists.</li><li>Widening pavements/footways and improving their surface and overall quality.&nbsp;</li><li>Raised tables and/or continuous footways across side roads which increase comfort for and give more priority to pedestrians.</li><li>Continuous footways across side roads which give priority to pedestrians.&nbsp;</li><li>More greenery including the planting of more trees.</li><li>Installing sustainable urban drainage systems like rain gardens.&nbsp;</li><li>Providing more seating including space outside of restaurants and shops.</li><li>Improving bus stops.&nbsp;</li><li>Improving cycle parking and infrastructure.&nbsp;</li><li>Traffic management measures such as one-way streets, banned turns and modal filters.</li></ul>Please view the PDF document below to see examples of the all the potential types of interventions listed above (scroll to see the interventions)&nbsp;<iframe src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1698078431/Examples_of_potential_interventions_p1_6_o9hylm.pdf#toolbar=0" name="showIframe" width="100%" height="700px
" title="res-cloudinary" data-uw-rm-iframe="gn"></iframe> Lower Sunbury Local Street ImprovementsAs part of the first tranche of Local Street Improvements schemes being taken forward in Surrey, a zone has been identified in the Lower Sunbury area. For this zone Department for Transport Funding has been awarded to develop design proposals. A bid for further funding will be necessary for construction.&nbsp;Following a first round of engagement which provided us with ideas and views from local stakeholders, proposals have been developed. We are engaging again with local stakeholders to gather views on the proposals. The findings will be taken into account during the next stage of design. Upcoming events in Lower SunburyWe are hosting two engagement sessions in Lower Sunbury where Project Team staff will be available to answer any questions that you may have and gather views on the proposals, which can otherwise be submitted via the online survey on this website. We encourage people to fill in the online survey so that their feedback is recorded in writing.&nbsp;Both in-person events will be held at The Sunbury Adult Learning Centre, The Avenue, Sunbury-on-Thames, TW16 5DZ.The timings of the engagement sessions are:<ul><li>Tuesday 24th September 2024 from 1:30pm until 6pm.</li><li>Saturday 5th October 2024 from 10am until 1pm.</li></ul>Previous engagement events and activitiesWe previously engaged with local stakeholders in Autumn 2024.
